During a game, all the players do almost everything at the same time. Of course, players have to take turns for dice rolls when cleaning up garbage, but the "order" for this action doesn't matter. Everything except for connecting roads tiles after drawing them.
When connecting roads, players of different teams (colors) take turns to place their tiles after drawing. So for a solo player mode, the player can still draw tiles for each team, and place them team by team. Everything else stays the same as a multi-player mode.
