Our goal for this game was to create a structure for the MC (the person running the game) to create scenarios with their players that feel like some of the awesome cyberpunk stories we love. To do this, we came up with something we call question-based scenarios. The MC starts out with a big question they want to be at the core of the scenario, like "How can someone with a completely cybernetic body reproduce?" for example, build an antagonist with a motive to answer the same question, then have the scenario continually be funneling down toward various aspects of that question as the antagonist crosses paths with the players.
Then there are some extra spices the MC can throw in - like technological and societal aspects that have implications for changing humanity and what makes us who we are. We wanted a game that could still do heists and technothriller-like action and all that, but that was always focused on the deep, profound implications at the heart of cyberpunk the whole way.
