No. SLICE is not a board game. It doesn't include a board, or dice, or game pieces. SLICE is a pencil and paper role-playing game. As such, all that's included with SLICE are the rules to play the game and a character sheet to photocopy so that you can keep track of characters in the game.
Rather than using exotic polyhedral dice like many other role-playing games, SLICE uses common six-sided dice to play. You probably have a bunch lying around your house in various board games. All you need to do is keep track of which ones are positive or negative when rolling.
On the other hand, it is fun to go to your local game store and buy the exact dice you want. We settled on small black and white dice that fit easily into little hands, but maybe your family would prefer big red and blue dice, or metallic green and yellow. Choosing your own personalized dice to play an RPG is a tradition that goes back to the beginning of role-playing games.
