The #refugee card game is a 2-4 player card game where players take on the role of countries trying to manage a refugee crisis in the context of today's political climate. On each turn, players may discover new information about the current refugees seeking asylum, and/or perform actions that effect the disposition of one or more refugees. Players must leverage these tools to influence the overall outcome of refugees being granted admission into the player countries.
The rules of the game are straight forward and simple. Players take turns using a combination of information (Vetting cards) and decisions (Action cards) to strategically accept or deny admission to refugees (Refugee cards).
Once all the refugees have been vetted and admitted into a country, the winner is the player having the highest total amount of vetting points associated with the refugees that were admitted to his/her country. In the case of a tie, the tied-player who admitted the most refugees is the winner.
Each turn, players roll a die to determine how many vetting cards to play. There is also a chance of getting an action card as well with each roll. Vetting cards have numeric values on them that represent risk. Positive numbers imply less risk while negative numbers imply more risk. When a Refugee Card has three Vetting cards attached to it, the refugee is considered fully vetted and is allowed to enter it's host country-- unless Action Cards prevent this from happening.
Players earn and lose points based on the value of the refugees allowed to be admitted to their country. Each player may only have 3 active refugees undergoing the vetting process any any time. This means that if another player tries to send a refugee to a player that already has 3, that refugee will be unable to leave it's host country because there is no more "room" in the target country.
Print and Play
We are happy to provide the current set of cards that you can download TODAY! These are just like the ones used in our testing, except that these are not in color. Feel free to download them and enjoy playing #refugee now while you wait for your backer rewards to arrive. These cards represent an almost complete game and is of course subject to change. The print and play versions are in black and white only.
The game contains 220 cards: 40 refugee cards, 40 action cards and 140 vetting cads. An instruction guide and a custom die will also be included in each box.
Customized backer rewards will be treated as supplements to the game and packaged separately form the first print run of the game. This will allow us to ship a complete game to EARLY BIRD tier backers without having to wait for the customized backer rewards to be completed.
For EARLY BIRD tier backers, the customized backer tier rewards will be shipped separately when they are completed.
For everyone else, the base game + the customized backer tier rewards will be delivered as one shipment.

Although our production costs are going to be over $13,000 for the work leading up to the initial print run, we are setting our goal at $10,000 for this campaign. We are committed to ordering an initial print run of at least 500 copies. Ideally, it would be nice to hit the first stretch goal so that we can afford to order 1,000 copies.
This table does not include fulfillment, marketing, and advertising costs. We want to be transparent about our fixed, out-of-pocket costs.
There are many things we would want to do, but the first is to be able to print more copies of the game to bring our unit costs down by about 25%.
At $20,000, we can afford to cover our costs AND increase our initial print run to 1,000 copies. To reward to our backers for making this happen, we felt that it would be appropriate to produce a Limited Edition Kickstarter 20-card set (4 Refugee cards, 4 Action cards and 12 Vetting cards). These cards have a high probability of being NSFW. They will be marked with the Kickstarter icon so you when your friends see them, they will ooze jelly.
This set will be fully compatible with the base game. Just shuffle them into the appropriate decks and play as usual.
In addition to expanding the print run, we will commit to releasing a full black and white version of the final game for Print and Play. This will not include the Limited Edition Kickstarter set.
Past this first $20,000 goal, we will produce regional expansions. Any EARLY BIRD backer or above, will get one copy of each additional expansion pack that is unlocked as a part of your rewards:
Because these would need to be sketched, inked and colored by the artist, they will not ship with the base game. They will ship separately with the other customized backer rewards.
At the 40k tier, everyone will be shipped the base game when it is available. Any subsequent shipments of customized backer tier rewards and stretch goal rewards will be shipped at no additional cost.

Risks and challenges
We are fully prepared to order the first print run once we see that we are going to hit our Kickstarter goal of $10,000. The artwork of the base set will be paid for and completed before the conclusion of the Kickstarter.
The only issue that we can think of right now is a delay in shipping from the Print Ninja factory to the United States. We used them for our first Kickstarter last year and they came through with flying colors so we have no reason to doubt it would be any different this time.Learn about accountability on Kickstarter
