In the interests of accuracy, it's only $8 through the Kickstarter, not $10.
Also, these little expansions usually take the base game into a slightly different direction, and add a different feel. Separating them from the base game itself is a decision sometimes made to keep the feel of the base game in line with the entire game. Adding in the (optional) expansions is something that people who want that feel can do, while those who don't want to, don't have to, Adding 14 cards plus a punchboard (plus the costs associated with creating and manufacturing those punchboards) would certainly cost a publisher something, and I'd rather not have the price of the base game increased to include mini expansions that only some people would want.
Man, these little expansions feel so very dodgy. A few cards and tokens for $10 that could easily be part of the main game or a stretch goal.
