Blue Cocker wants to ensure that their partners in that region have translated and regional versions. We have been told that they will release the additional items on their schedule though. You can request information about the publisher for your country on Blue Cocker's website.
The playmat was designed by Nolan Nasser and has learning and ease of play as its focus. Deep Water is all about inclusiveness in gaming so the playmat is just a great application of making a game easier to learn and jump in on. City plans are meant to be mix and matched with the regular ones. Using more of them definitely flavors the game towards the theme, but I wouldn’t consider them exceptionally hard. That is the beauty of Welcome To you can mix and match to your taste. I personally don’t use roundabouts, but I know many players who love them!
