Hello... hello? If you are receiving this transmission, then our attempt to contact the last remaining faction leaders in this world was successful. You may not know this, but the last nuclear war left few alive on both sides. Allow me to introduce my constituents. We are a large group of ahem... concerned citizens... who are very knowledgeable and highly motivated to secure a safe haven for our people and all of mankind. We are sending this message to offer you a means to create security once again! Our scientists will teach you how to build and harness the power of the great war once more and you will have the power to keep any enemy at bay. Just imagine...
Our nation turns its eyes and hearts to you to create a secure future for the remaining survivors. In the ruins of humanity lie the tools of destruction, our resources and knowledge. Will you discover our lost power and push back those who wish to do the same? Choose your allies carefully and hold your plans close. Maintain dialogue between the other leaders, trade resources, forge alliances, plan coordinated attacks, and make promises to aid...or exact revenge. Can you and your council of allies bring security to this world by suppressing our opponents' ambitions?
Hello! I'm Daniel Chou, leader of the concerned survivors. I need your help to secure a future for humanity! I want to equip you with tools in the form of cards and cubes to create your own Security Council and wage a war of good across the hex tiles of our world! With your pledge to lead your forces in the near future, we'll make the wasteland more beautiful with new artwork! In addition, additional copies will help us recruit more seasoned leaders like additional reviewers. Own an experience that makes people laugh, conspire, shout, and shake hands! Are you ready to commit your courage and vie in the most nuclear struggle ever played?
Traditional war games scare away casual gamers. Instead, Security Council presents a diplomacy mechanic that is intricate enough for wargamers & approachable unit mechanics for new wargamers. Modular, scalable, fast setup, accessible mechanics, self explanatory cards and graphics, breeds discussion and post game memories! Fans of Risk, Axis and Allies, and Shogun love Security Council because they can nuke their casual friends in a game they will actually play!
What is Security Council? It is a modular board game utilizing hex tiles, colorful cubes, and cards. Security Council is a casual war game that will sate your appetite for strategic war but be accessible to non-wargamers. Mechanics are simple to understand and fun to discuss.
- Simple: only 1 unit type, 3 resource types, and 8 page manual with full color graphics and photos.
- Affordable: no necessary miniatures expansions, on par with Euro game costs, and includes 340 pieces.
- Fun: encourages players to talk and make deals, has modular board to keep things fresh, and uses nuclear bombs!
- Timely: sets up in minutes, scales from 1 to 3 hours, and resolves combat quickly.
Join this campaign and help us achieve 3 goals!
1) Distribute this game to its supporters. 2) Commission brand new final artwork. 3) Send extra boxes to game reviewers & shops.

Security Council began in 2013 as an idea where a colleague simply wanted a board game where we could 'nuke' each other. It was sort of a running gag. I straight-up looked him in the eyes after a few jokes back and forth and said, "Would you really play a game like that if I made it?" A resounding 'yes' was all I needed to invent a game we could play together. From the start, I knew I didn't want a game glorifying nuclear war. In Security Council, nuking your friends is utterly devastating and has the potential for far reaching implications. Players incorporate a lot of thought into their diplomatic actions around the table and I believe it gives appropriate weight to the issue of nuclear war.
That being said, this is not an educational game, per se. Any thoughts formed about nuclear war is all a by product and up to each individual. It is filled with memories of players trying to be friends but sometimes fostering enemies too. Many deals are struck and then rescinded when game conditions change. The act of playing with your friends is very fun and after each game new players are always eager to play again.
We began with an existing board from another game. At the time, I envisioned the game would have its own unique board. After some play testing, we saw that a board would create two problems. First, it would be difficult to balance. Second, it might limit novelty. And so, Security Council became a table-top tile-based game. You and your friends are the Security Council.
Moral relativism was eventually built into the game in the form of the universe's backstory. We hope our players ask themselves this question: If my allies and I are the Security Council, who are my enemies? The answer: They are also the Security Council, or rather, they see themselves as the true Security Council. Good and evil is defined by history's victors. Don't let history remember you as the threats defeated by the great Security Council.
Build your world uniquely each time you play using hex tiles. Stake your claim by seizing tiles with your factories. Construct more factories to deploy your troops and spread to new tiles. Expanding your influence allows you to issue more orders to your troops per turn. Finally, build nuclear missiles from your factories and carefully rain destruction down on your enemies, taking care not to be caught in the blast yourself.
Order your troops to claim tiles and secure your territory. Security Council is a zone control game with resource management and diplomacy mechanics. To win, you or your team must control at least 70% of the game tiles. Troops fire at each other with the roll of a die. War is risky and Security Council expresses this in two ways. The first way war is risky, die rolls can be make individual conflicts unpredictable. However, an entire campaign is rarely random. Planning accurate predictions and securing confidant alliances will turn the conflict continuously in your favor. Vie for territory with traditional troop warfare. The second way war is risky, nuclear missiles are devastating and can change the board in an instant. A nuclear missile destroys all troops on a chosen tile and every adjacent tile. Build up your nuclear arsenal or nuclear deterrent! Next, fire your nuclear missiles or evacuate from your friends nukes. Can you strategically escape the end of days?
Ally with other players to trade, vote on diplomatic issues, and aid each other in the struggle for global security. It's easier to control more territory with allies, so form your own Security Council, or go it alone and write the history books yourself. However, alliances are as fluid as words. Will you be remembered as a honorable leader or as a sellsword? Do you ask yourself if there isn't anyone left, does it matter? Some will take what is theirs in the aftermath of humanity while others will miscalculate and end on the wrong side of history.
Strategy is summarized as follows: before nuclear war your focus is to produce traditional Troops. Secure special resource tiles, build Factories and stockpile a nuclear deterrent. Box other players in to create pressure and force concessions. Forge cautious alliances to keep you safe and keep others from growing too strong. Embargo others to keep any one player from monopolizing any Resource. After Defcon 1, launch Nukes back and forth for a few turns. A good counter to a Nuke is a coordinated nuclear response from you and your allies. Strategically plan your evacuations to save the most Troops for your counterattack. Finally, after all the initial Nukes have fallen, spread quickly. Ultimately, capture enough territories to win or strategically move to block other players and force surrenders.

Artwork Images of cards & boxes in this campaign represent the alpha and beta versions of the game. New and final artwork is commissioned through aerospace manufacturing engineer & Illinois artist Brandon Borgman. Mr. Borgman creates across multiple mediums including digital art, inks, latex, clay, resin, and more. One of his passion genres is steampunk which shines through his artwork in the form of intricacies and detail.
From the artist: "You can see that the person holding the wheat in the Food Card is also the man on the left in the Armistice Card. This first man will be a representation of those trying to grow food, protect each other, and truly rebuild society. The man on the right of the Armistice (who will be seen in various ways in future cards as well) will represent the opposition of that; those who want to rule through chaos and force and are itching to fire that nuke. This man on the right will be a true post apocalyptic desert punk complete with crude armor and adornments; counter to the man on the left who will be more clean cut, if a bit dusty and rough around the edges from the hard work and labor. Like any good game, the players will see themselves as one of these two archetypes. I'm guessing you've played games with your friends out there where some are very interested in combat, and others are very interested in alliances and peace. So my goal will be to put these two factions into the appropriate cards and tell a story with the images and enrich the immersion of the overall game."
Production Partners are an important link in the war effort chain. The Game Crafter, LLC and Assessment Services, Inc produce excellent armaments. Based in the old states of Madison and Massachusetts, respectively, of the old but grand United country of American States, our money will support those businesses. Alas, these days the States are but a smoking wasteland, like the rest of the world.

The following survivors forged ahead of you and had this to say about Security Council.
Just Got Played
"The very idea that you can launch a nuclear weapon from the far side of the board over to the other side to be able to wipe out seven hexes full of troops, I really love that idea!"

"Fans of risk will enjoy the experience with Security Council as it promises strategy, balance, and total annihilation... I do have to commend Daniel Chou on developing a tactical modular board game. It has balanced mechanics and flows from beginning to end with no hiccups. " Read the full review here - Indietabletop.com
FAILROAD EXPRESS "I liked that there is the diplomacy aspect but it's still competitive in nature. There's only one winner but like you can set up the board dynamically, it changes every time." Watch the full video here - Youtube.com
ACROSS THE BOARD GAMES
"The creators of Security Council focused on making a war game that even the most casual players can pick up and play and to that effect it is successful. The game gives players a casual experience in the realm of war games and territory control without the burden of a lot of decisions and rules. Oh and nuking your friends is a LOT of fun." Risks and challenges
Goals of this Kickstarter
1) To distribute this game to its supporters.
2) Commission professional new artwork.
3) Send extra boxes to conventions and game shops.
1) I just want you to try this game. You can support us by downloading the free Print & Play version and writing a review at the BoardGameGeek. Also at the $5.00 level, try Print & Play Security Council with our Beta expansion, Nuclear Proliferation. Paper and scissors is where my friends and I started years ago. The gameplay was the same, of course, but the quality associated with a polished copy? I only felt that from the full version.
2) I've designed all the artwork for the alpha and betas, but we want a professional to illustrate great artwork that fits our post-apocalypse theme. I commissioned concept sketches from a few artists and have chosen artist Brandon Borgman. His concept sketches are shown in this campaign to illustrate the direction as which to expect from the final product.
3) Having a game reviewed by professionals is a huge part of propaga
ting a new game. I want to send the game all over the world for many people to experience, but the nature of this practice is I can't ask them to pay for the box to review it. I hope to use excess boxes to advertise the game further.
Our budget is as follows and includes partially the cost of advertising as we are so small. Included is also an expected surplus to purchase more boxes to achieve our goal of propagating the game to more reviewers and game shops.

CHOU! Games is a division of CHOU! Studio, previously CHOU! LLC. As an LLC, it produced high quantity and quality apparel for the Green Bay WI area and it's clients included the University of Wisconsin - Green Bay, St. Norbert College, various websites and local businesses. As a Studio, they toured the Midwest on the anime and video game convention circuit to sell their own original apparel designs and crafts. Always noted as one of the most popular booths at any convention, the CHOU! brand has grown over the years.
See our reviews as a business at http://www.choustore.com/AboutUs.shtml
CHOU! Studio is branching out into games after years of brainstorming and playtesting. Only one game has passed all the tests and is ready for market; that is Security Council. We intentionally started sharing our Kickstarter in May 2015 with an anticipated launch date of November because we are well aware of the work and thought required to deliver a quality product and what pitfalls we may face during a Kickstarter. Our research includes but is not limited to:

As for the printed apparel rewards, there is no risk. CHOU! Studio has printing equipment on site and can begin printing shirts today. Formerly an apparel printer, printing is easy and quick!
There are gamers who detest the idea of a print-on-demand service creating a board game for them. I'm saddened that they won't join us, however, I know we will love our product. My partner, The Game Crafter, has helped others like us create wonderful products for successfully funded Kickstarters. Their backers loved their game, let's be the next successful Kickstarter!
Other Kickstarter Games manufactured by The Game Crafter:
Cogs in a Machine
The Captain Is Dead
Sovereignty of Dust
Security Council has already been held in-hand by real people with quality pieces. The difference between the preview editions and the Kickstarter edition will be a new glossy instruction manual, brand new professional artwork, and exclusive promotional rewards. This campaign aims to spread the word of Security Council and reward the hundreds of current fans who have followed us this far and deserve a limited edition thank you! Ultimately, let's increase the notoriety from just another board game to a true table-top spectacular! Even though the game is finished, that doesn't mean it is immune to production delays. Our two parts providers may have difficulty meeting demand on schedule if this campaign exceeds expectations. However, no matter what, every backer will receive their reward!
I work full time at a wonderful job and still found time to create this game. This game is NOT at risk of misuse of funds. I am not in any tumultuous monetary situation which would draw funds from this project. The same can be said about our artist, Brandon Borgman. He is gainfully employed and wants to breath life into a Kickstarter project.
Also, our funding goal is aimed high for the cost so that shipping, production, advertising, and art costs can wiggle as life tends to allow. Fame and fortune could be in my future, but that is not the purpose of this campaign. I am a creator. I will bring a project from conception to fruition time and time again. This is my first foray into the professional game board race and I couldn't be prouder of this entry. I know once you play Security Council, you and your friends and family will experience real feelings just like the classics we grew up with. There is something magical about Security Council and I believe it lies in the intersection between the game mechanics of cooperation and competition.
