The short answer is YES, it's a Complete Game.
The Long Answer is: It's all those things. You can pick up the book by itself and play just A World of Dew. But, and this is an awesome but, A World of Dew is completely compatible with Blood & Honor. You can play both together. Your party can be characters with abilities from both book, or all from Blood & Honor and one A World of Dew character, or vice versa. It works because I built A World of Dew to be fully compatible.
I've used this analogy before, A World of Dew and Blood & Honor work in the same way like the World of Darkness games work. You can play just Vampire, or just Changeling, or you could be playing Changeling one night and the next thing you know someone is knocking on your door and it's a bunch of Vampire characters who are now playing in your game. It works because the system(s) were designed to work together.
