What is the Galactic Council Project?
The Galactic Council project is about constructing a game environment that's directly reflective of the community that plays it. The currently available format is a fine-tuned sci-fi deckbuilding game readily accessible from any of 3 major (Chrome, IE, FF) browsers. Outside of this game, players are able to access a web-interface that allows recombination of card abilities to make brand new cards for play. This Kickstarter campaign is meant to take the current Galactic Council website and put it on steroids. You have not seen a game like Galactic Council before, and nor will you for some time. Not the way I’m going to do it at least, a pure game-democracy where players' direct feedback is the biggest influence on the development of the game.

Good. You’ve come. The hour grows late and there is great need for your talents. This universe stands poised on the precipice of total obliteration and you are one of the few who might shield against such a fate. You are a Nanon Host, a rare and truly wondrous affliction that grants untold powers over space and time itself. Long ago, a race whose name has long been forgotten expired and left behind their most beloved creation: Nanons. They are sentient nanobeings, tiny molecular builders that respond to a strong will to create, to manipulate, to survive, and to conquer. They have seen this will in you, and they have chosen you for their many gifts.
This universe is a dangerous place, fraught with peril and the stuff of nightmares.There is chaos and mutiny abound. Untrained hosts wreak havoc upon themselves and those around them. Nanon colonies broadcast their siren’s call loud enough to drive hosts insane, right up until an uncollected colony abandons their search for a willing host. An unclaimed Nanon has a shelf-life, and once they switch functions they become “Anons”, a molecular entity focused on destruction rather than creation. I have seen proud warships ebb out of existence in the space of a breath, I have seen entire planets shimmer and fade into nothingness. I have seen the empty space left by a scorned Nanon, and I am afraid. They are breeding.
I must control my fear; there is hope yet. I work tirelessly to stem this tide of annihilation. I have scoured ancient texts and I have located our salvation, a seed of potential that could save our universe. I have reconvened the Galactic Council, a collective of Nanon Hosts who are responsible for keeping the Nanon threat contained. We claim them before they turn, we battle over them, we lend our voice to the Council, and we both enforce and perfect our creeds of battle. Without our mutually agreed upon standards of battle, nothing stands between a Host and an unquenchable thirst for power. Anarchy ensues.
The Galactic Council needs you. I have reached the limit on what I can do alone. Resources are short, our creed does not reflect the great diversity of Councils past, and while the Anon threat runs unchecked countless wonders will give way to utter darkness. Together, we can bring this universe to peace and prosperity. Divided, our dreams of channeled will disappear alongside everything else.

Where is the Project Now?
The primary combat system (for now) in Galactic Council is a deck building game. For those unfamiliar with the genre, it is a card game where both players start the game with identical decks of cards. Players then augment their deck with additional cards they purchase with in-game currency, choosing certain strategies and card combinations to reach a victory condition. Over the past 9 months, I've created, edited, and streamlined the GC prototype. I’m pleased with it but there are still many features I would like to implement It is basically just a launch pad, collectively the community and I will determine the directionality of development. A Sci-fi Deck Building Battle
You and your opponent are exploring the vast universe and seeking out invaluable Nanon Colonies to harvest and claim. Both of you locate a particularly rich Colony breeding ground, and a battle ensues to determine who gets the lion's share of the harvest. During your battle, you must send off a portion of the Nanons you’re harvesting off to the Galactic Council in exchange for influence. Influence can be used to acquire contracts and equipment, both instrumental in securing the victory over your opponent. Game Development as a Gameplay Mechanic
Galactic Council is a new way of both developing and playing games. Traditional game development involves arranging content just so, ensuring the core experience is balanced, fun, and intuitive, but then fails to provide the player any ownership over the mechanics. I am taking a different approach to game development; one where players are agents of the game’s design as an active part of the game itself. Players, representing proxies of the Galactic Council, will have the option to vote, vet, balance, and create new content for the game’s combat system - all under the umbrella of the Galactic Council’s “outer shell” council voting component.
What will the Money be Used For?
More everything. What you see on my prototype website is what I've been able to do in about 9 months time on an tight budget, and its damn impressive considering those facts. I am a resourceful, creative, and frugal developer; you can rest assured that your contribution will be stretched to its limit to improve the already impressive game environment. I have a network of programmers, designers, stats nerds, and artists ready to assist in making this vision a reality, but the biggest savings comes from my ability to act as the middle man of these diverse areas of expertise. By contributing, you’ll be invited to participate in what I’m calling the “Phase One Beta”.
Phase One Beta includes development or enhancement of the following features:
1. Game Addition - New Cards - I’ll be adding about 40 new cards to the primary card pool, but of course players will be making new cards during the Phase 1 beta as well. Expect a ton of cards, ensuring new content to enjoy at just about every turn.
2. Game Addition - Card Abilities - I’ll be adding roughly 15-20 more card abilities for myself and other interested card-creators to work with. Examples include status effects for the opponents turn, deck searching/foresight & card selection, and choose between X outcome (ie gain 2 influence) or Y outcome (ie gain 1 draws.) More card abilities means a more diverse card pool and/or card creation abilities!
3. Game Addition - Game-Type Options - Though there will always be a well-oiled "standard" game option for Galactic Council, I believe in games that let you tailor the experience to your liking. Select and alter available game rules to custom build the kind of game you’ll play. For example, play a shorter game by increasing the hand size to 7 and decreasing Hull and Shield strength.
4. Visual design “Facelift” - I’ll be seeking a designer to tweak the game’s visual interface. I’ll be selecting for a cleaner, more attractive, and maximally intuitive interface. Your contribution will ensure I can select the most qualified candidate for the re-design.
5. Fleshed Out Lore - I have strived to make the lore of Galactic Council adhere to a simple principle: anything is possible. I want players to be able to have the utmost freedom in constructing their cards, and to that end I want the lore of the game to have some simple driving mechanics that allow for huge variation. This is where the Nanon comes in - a tiny sentient builder that, when working in a big enough colony, can produce practically anything and everything - with a few catches of course. Fleshed out lore means:
- General guidelines for writing characters and stories set in the universe
- A complete narrative of the current universe’s setting
- A handful of short stories written by yours truly, which will then be translated to card(s) form
- An open call for story contributions from interested community members
6. Lobby Overhaul - The current games lobby, while functional, needs an upgrade. I will be adding in a bevy of new features as well as a face lift.
- Matchmaking - Get matched with similarly skilled players in the lobby
- Game Type Selection (difficulty, rule variants to use/ignore, game length, etc.)
- Lobby Chat
- An "ally" system for adding friends
7. More Art - A portion of the collected money will go to commissioned art specifically for the GC universe. Some will be used for specific lore stories I write, some will be for new cards I make, and some will be joining the current pool of available artwork for player made cards!
8. Create-a-Card Feature - This feature is one of the most important aspects of the Phase One Beta. This is one of the primary ways players will be able to shape the game's development! - Card Abilities - Players will be able to select from the list of available card abilities to determine how their creation will affect the flow of gameplay.
- Art - Players will be able to select from an available community pool of art OR upload any art they have rights to as the image for their card.
- Lore - Players will be able to write as little or as much as they’d like on the history of their card. Inventive and well thought out back-stories should increase the positive reception of the created content.
- Voting process - Other players will be able to vote up or down on all content, judging mainly the fun/balance/utility of the card, the art, and the lore. Once your card reaches a threshold of number of reviews and overall rating, the card will be scooped up for regular rotation in other players' games.
- Player members will only be able to house 3 created cards until it reaches a “community review threshold” - where the card is accepted as “canon”. At that point the card will join the available card pool, and the abandoned card slot will be freed up for another creation.
9. "Dear Developers" Feature - An “upcoming feature” page where community members can vote on future update rules/features, both suggested by the development team and those recommended by the player community to be implemented in future game builds.
10. More Device Support - Currently the game runs in any up-to-date browser - including tablets and smart phones. When the Phase One Beta closes, the game will have smartphone and tablet specific interfaces.
10. Player Nanon Collecting Mechanic - The political simulator will run off of two primary game assets - “Beacon Nanons” and “Prestige Votes”.
- Beacon Nanons are what one receives for playing games, voting, and creating game content. In lore terms, Beacon Nanons amplify the presence of their host to non-claimed Nanon Colonies, creating an “attraction” between those colonies and the host. BN's are acquired fighting battles with other players and granted by the Galactic Council for performing various council duties (voting, etc.) BN’s will act as “experience points” found in most RPG’s. They will represent your player character’s power level within the universe and the Galactic Council itself.
- Prestige Votes - These are distributed out to players every day. The amount of “Beacon Nanons” you earned the previous day will determine how many Prestige Votes you receive the next. They represent powerful statements made by the player on all GC related issues. Prestige Votes function a lot like Founder’s Tokens (see rewards below), in that they are redeemable for a wide variety of inner game (deck building) and outer game (political simulator) rewards.
11. Council Progression System - As members play more games, create more game content, vote, etc., they will level up by earning Beacon Nanons. There will be abilities to grab or enhance based on the level achieved much like most RPGs, both internal to the deckbuilding game and external in the voting aspects of the game. For example, an ability might be a slight in-game cost reduction for cards with a certain card ability (like draw) OR gain a slight increase to the odds of your created cards showing up in everyone's games.
12. More Database Storage - I am a data hound. I have some really neat concepts for what kind of data to collect and what to do with it. This will require some pretty serious storage solutions, so a portion of the KS money will go to faster, smarter, more flexible database storage.
13. More Single Player Features- I’d like to build a robust AI for the game. It would allow for more single player features, campaigns, tutorials, and story vignettes.
14. Starting Deck Editor - Select the cards that comprise your starting deck each game. This feature will be a the beginnings of applying GC game-concepts to a more CCG-like experience.
The Rewards
Galactic Council rewards are special for a few reasons. Many Kickstarter rewards offer the ability contribute to the creative process of the game’s development. Since that will always be the case within the GC system, I had to think of other ways to achieve that goal with this campaign's reward levels.
First off, contributing will get you access to the Phase One Beta. This early access will allow you to snatch up the best art, rule combinations, and many other GC "firsts" before the content-creation mechanics are opened up to the general public. You will also be noted as a "Founding Member" which will always carry with it special perks, first cracks, discounts, increased visibility, and more. Right out of the gate, you will earn more Beacon Nanons per activity than players who join up after this funding drive. As BNs are the basic unit of power and influence in the game environment, this means you will always have more community pull than a non-founding member.
In addition to the many perks of being a Founding Member, each reward level will offer a certain amount of “Founder's Tokens ”, which grant contributors the ability to hand craft their exact reward loadout for starters, but ultimately Founder's Token will be one primary way for contributors to shape the beta. Players will be able to spend Founder's Tokens to influence a wide variety of development decisions, rules, cards, visual layouts, game lore...and in what order they are prioritized.
Purchasing a reward level will net you Founder's Tokens, where 1 dollar equals one Token. Please note Founder's Tokens have no cash value. Founder's Tokens and memberships won’t be offered after this Phase One funding drive, so grab 'em up!
- What I have now for each level is a “suggested” or “potential” reward loadout.
- You will be able to spend your tokens in any way you see fit (so long as its not a “limited reward” - one per contribution.)
- My estimated delivery date of these tokens is August of 2013. Most rewards mentioned below will be available, but some will have to wait until their components are complete. For instance, you will be able to cash in FT's for Prestige Votes, but the tournament will have to wait until the Beta is nearly complete.
- Notice below there is a list of the currently available rewards and their Founder’s Token cost. This reward list is by no means exhaustive, I plan on adding more rewards (even a few suggested by the community) until every last FT is spent. I grant them to you now, but I will be slavish about retrieving them from you :) You might want to save a few tokens!

Founder’s Cards: The Galactic Council recognizes that it owes its existence to your contribution and sends you special reward packages in every game you play. Each of these rewards grants a rare and powerful card that will show up during your games. Note that each card can only be claimed once. More FT specific cards may be added later depending on requests from the community.
"Phase One Complete" Tournament - When the community and I agree that the Phase One Beta has reached an acceptable level of completion, a 3 tiered Tournament will take place. Each tier will have 8 winners. Those 8 winners receive a bonus modifier for all future Beacon Nanons earned - more power within the community.

Lore "Short Summary"
- 50,000+ years prior to the setting of the game, the universe is a prosperous place. There is peace amongst races and unprecedented advances in technology, science, and infrastructure thanks largely to the Galactic Council and their Nanon hosts.
- Such a peace was not meant to last, Galactic Council members stopped adhering to the battle creeds set forth by the political body and an intergalactic war shattered all civilized life. Infrastructure crumbled, entire civilizations disappeared, and technological/scientific knowledge reset back to dark-age times.
- Nanons disappeared. No one really remembers why, or those that do remember keep the secret closely guarded.
- 50,000 years after the Intergalactic war, nanons suddenly reappeared and have begun seeking out new hosts. The universe is an eclectic place, with ancient technologies partially destroyed, inactive, or even stranger, reawakened. The Galactic Council must reconvene to ensure order over chaos. It is a setting in which just about any science fiction story can find a home.
- Nanons form a symbiotic relationship with a host and augment their natural abilities in surprising and unique ways. No one knows the exact reasons why a colony of Nanons chooses a particular host, but a popular theory is that the host has mental attributes the Nanons “sense” they can enhance for mutual gain. The powers granted to hosts by their Nanons are varied and unpredictable, but it would appear that personality and intellect play a large role in power manifestation.
- Nanon hosts are compelled to seek out more Nanon Colonies to augment their already considerable powers. Those who maintain the greatest amount of Nanons sit on the Galactic Council and wield inscrutable power and influence. 8 members within the game’s community will fill these seats, and they will be powerful!
- In summary, the lore justifies the card making mechanic outside of the core deck building game. The player is cast in the role of a Nanon Host, traveling to the corners of the universe in order to battle over and harvest more Nanons. As members of the Galactic Council, players will have the power to impact and vote on how conflicts over Nanon hot-spots are resolved.
Who Am I?
My name is Sam Minnis, I developed the concept and existing framework for everything Galactic Council. When I started the project, it was a one-man endeavor meant to sharpen my development skills. I realized early on that I had quite a knack for game development, coming up with inventive ways to incorporate new features and tweak existing ones. I enjoyed the hell out of it, it was challenging, demanding, and required moxie to solve a wide array of development and gameplay issues.You could say that’s where I fell in love with the development of this project, the thrill of seeing my compiled code become part of this lovingly handcrafted experience...I knew I was hooked.
But part of me knew, as much as I loved coding for my project, most likely the work would have to stop at some point. I hated the idea; I still do. I love deck-building games, and I can imagine a bevy of different features worth experimenting with. Why should my work on Galactic Council ever have to stop when there’s enough content to make thousands of different game variants, all with the potential to be mathematically honed down to “fighting shape”?
It was at this point I began to imagine a product that, given enough interested individuals, could make that dream a reality. A player community of like-minded people who are interested in one thing above all else: sustaining a game engine that runs on player choice. It was a simple idea, one I found myself enslaved to. If I constructed an environment where players truly felt their opinions were represented, where each player felt like they were truly a co-creator of the Galactic Council experience, people would be more than willing to chip in to the creative process behind it.
- Emerging Developer - I've been getting paid to work on websites for about 3 years now, but have been programming off-and-on for 10+ years. I stopped freelancing for others and dedicated all my time and effort into this project, a development/game environment designed to push the limits of gaming systems and player interactions. Everything you see on the Galactic Council website is self taught. I want interested parties to know that I’m resourceful and fully capable of delivering this project in all its scope - efficiently. In fact, roughly 75% of the prototype was constructed with reusable/modular code. This means that given a successful funding campaign, I will hit the ground running - expect a lively beta in the very near future.
- Avid Gamer - I've been playing games for 25+ years. My “big 3” loves are RPGs, board/tabletop, and strategy games (Metroidvania type comes in a close 4th.) I love games simply because they bring people together, give them goals to work towards competitively and/or cooperatively, and keeps folks learning. What’s to not like? I have always dreamed of working in the industry, making my contribution back to the community that has given so much. I know I’m not alone in this regard which I why my “dream product” is a community driven game, allowing others the chance to collaborate and design without all the programming fuss.
- Statistician - If you couldn't already tell, I’m the game-and-math nerd type. Nothing gets my inner-nerd fired up quite like statistics. I am versed in both the theoretical and applied side of statistics with a special emphasis on analyzing “people” data. When combined with my game development skills, something magical happens: I can combo the two fields of knowledge to make segments of software responsible for integrating game feedback. Some of these processes can even be automated, further streamlining the product into a lean, mean, gaming machine.

Risks and challenges
I have been working on Galactic Council for roughly 9 months now. I have faced countless varied obstacles along the way and I've survived to tell the tale. Over this time I've developed a rich programmatic tool set for dealing with issues. Also in my tool belt are statistical techniques that I haven’t had a chance to implement quite yet; I need people playing to have data to analyze :) I am committed to this project and I am confident that I can rise to meet any challenge post Kickstarter, and here are a few issues that I’m expecting to face in the near future:
Multiplayer Server Load: Depending on the level of success and exposure granted by this campaign, the game’s current framework may struggle under the demand.
My Solution: Utilize flexible server architecture that distributes server load across multiple mirror locations and by optimizing the current game’s code to require less data per transaction.
-Controlling for Adult and/or Copyrighted material: Not everyone will “play nice” when using the Create-a-Card feature.
My Solution: I will need a robust detection and flagging system, making it easy and intuitive for concerned players to flag questionable content. I have the structure of this system in mind, I merely need the time to incorporate it within the existing framework.
-Sorting Content: With every player potentially trying their hand at content creation, there’s bound to be a lot of cards to sort, store, and integrate. Some might say “too many.”
My Solution: This is where the statistics comes in. I will utilize techniques to determine which cards work best together and make sure they end up together in games more often. Part of the challenge of this project is to make sure that players get the ability to select how much “experimentation” they’re exposed to. I have some great ideas on how to accomplish this.
-Player Acquisition: A game like this needs a robust community to reach its full potential.
My Solution: Targeting advertising, SEO optimization, and player referral mechanics are all strategies I've scouted and am ready to implement when the time comes.

Not as part of the “scope” of this campaign, no. But that doesn’t mean that I won’t down the line. I would love a physical component AND an online component, but to do it “right” I am going to need a little more development time and resources. Currently I’m booked up with getting the Galactic Council site up to snuff, but once the dust settles I will be ecstatic to start putting together a physical set.

I love developing for this project. I love making the game client run better, I love acquiring new material to enrich the game environment, I love making up new rules and cards, and of course, writing short stories for cards. That being said, this project is only partially about what I can bring to the table. The rest is on the community. If you know where the concepts for this project originated, the user generated features will make more sense.
One of several key goals for this site was to construct an environment for people to better their creative craft, regardless of their skill level. I want more science fiction stories, more science fiction art out there to see and read. I created this site to that end, I wanted artists to be able to push their creation out into a sea of players who would then rate the content, provide constructive criticism, and maybe even offer to collaborate. The project isn’t about plopping something down that’s perfect, its about growth. If you’ve ever had a desire to write, draw, or design game mechanics, this game environment will be a great place for you to work on that goal.
Finally, while the content-creation mechanics are important to the project, they are by no means necessary. There is no wrong way to play Galactic Council - I will always be striving for a power balance of strictly players and strictly content creators and everything in between.
