@Brian - thank you for asking a really good question since it's an important consideration for any budding toolkit/engine developer.
I have plans on releasing the toolkit when the right time comes while evaluating several important criteria for release. Like in any game developers with game engines of their own in the past, they usually start off with their own IP as a means of putting their engines through the wringers. The workflow documentation, ease of use, and reliability have to be of top notch priority when the engine gets into public hands. Besides that, maintenance post public release has to be sustained by either future title development or via licensing.
Currently through project Sense, the core features and foundation of the toolkit has been built meticulously with the ideals of it being reliable, customizable, and adaptable. With the backing from Kickstarter and the project assured development, the toolkit will extend to being user friendly, streamline, and conforms to Unity's (way of thinking) standard. As for the toolkit release and licensing, the release will be announced in due time with consideration for it being favored towards an open source license. - Al Tan
