Yes. The IR light lamp detects day light to turn itself off and turns itself on at night.

WiCam uses 5-6V DC for charging. IR light uses 12V DC. The power adapter that comes with the IR light can't be used with WiCam. WiCam can be charged either by 5-5.5V solar panel or any USB port.

Camera lens by default is glued with the enclosure for rainproof, except for the developer kit. It's possible to not glue it, but it's not the best option and may cause too much work on customizations during mass production. If you would like to both use WiCam and hack it, the best way is to have a separate developer kit instead.

"Piggy back" is not possible unfortunately.
