Think you could be in our current Congress? Well, you probably can - and now you have the chance to do just that!
Introducing Filibuster, a game that puts YOU in the Senate Minority, and allows you to get up to all sorts of antics to stop the Majority from passing an absurd, nonsense political agenda. This is a game for people from both sides of the aisle, where fun and humor have the floor!
Filibuster is a light, semi-cooperative card game for 3-5 players, ages 10 and up.
Inside Filibuster you will find:
- 109 Cards: 20 Tarot-sized Policy Cards, 24 Poker-sized Time Deck Cards, 60 Poker-sized Action Deck Cards, 5 Poker-sized Voting Cards
- 5.5”x8.5” Game Mat
- 69 Punchboard Influence Tokens: 35 1-Influence Tokens, 20 5-Influence Tokens, 14 10-Influence Tokens
- 2 Punchboard Voting Tokens
- 1 Punchboard Difficulty Tracking Token
- 3 8mm Wooden Cubes. 1 Senate Minority Leader Marker, 1 Player Turn Marker, 1 Filibuster Track Marker
Shuffle and deal out 7 Policy cards face down in the play area. After completing the play area setup, deal 4 Action cards to each player. Filibuster rounds are played in two phases: the Filibuster Phase and the Bidding Phase.
After each Filibuster Phase, players take part in "Snap Elections" to determine the next Senate Minority Leader. Players place bids using earned influence to gather the most votes and become the next Minority Leader. The rewards for being the Leader are usually enticing, often allowing for significant influence gains, and sometimes sparking a particularly aggressive election...
Keep in mind that all influence bid by all players is lost at the end of the phase, as it signifies time and energy you spent gathering votes on the floor. Be wary of the intoxicating effects of power, however; even the best laid plans can be bungled by the Time Deck! In addition, players may conspire to hamstring your efforts if it appears you are getting too influential...
Once a leader is determined, all players (except the new Senate Minority Leader) draw Action cards so they have 4 cards in hand, the next Policy is turned face up, and the new Filibuster Phase begins.
The Senate Minority Leader must play a card that increases the filibuster length if they have one in their hand; otherwise their turn ends.
While the other Senators gain influence and draw extra cards throughout the round, the Senate Minority Leader does not draw any new cards, and earns no influence until the end of the Filibuster Phase.
If the players are ahead and do not want to risk further play and possible catastrophe, the Senate Minority Leader may use the vote to guarantee winning the round with some penalties. In order for the vote to be successful, all Senators must vote "Aye" unanimously. Keep in mind that this option is only available a limited number of times throughout the game - and your fellow Senators may not vote how you expect!
Players work together over 7 rounds to block Policies from being enacted by filibustering for a certain length of time. If at any time, 4 Policies are enacted, all the players lose! However, if you successfully block at least 4 Policies and complete all 7 rounds of play, each player tallies up the influence they have earned throughout the game. The player who has accrued the most influence wins!

We are thrilled to have the following stretch goals prepared for the campaign!
Foil Stamping at $21,500: For this stretch goal, we will be adding some awesome foil stamping to the Kickstarter Edition of the game box!
Ivory Core and Wooden Tokens at $25,000: This special stretch goal contains TWO upgrades to game components! Our card stock will be upgraded from 300gsm greycore to 310gms ivorycore, resulting in a more durable, better feeling card. In addition, we will replace the wooden cubes included in the base game with customized wooden tokens - a gavel for the Senate Minority Leader marker, and an Eagle for the Filibuster Tracker!
Metal Coins at $35,000: We are excited to offer this as a stretch goal... If we can hit this funding amount, we will replace the punchboard influence tokens with actual metal coins! In addition, the punchboard voting and difficulty markers will also be replaced with sweet metallic tokens as well. The influence coins will have their value on one side and a special design on the other side. This stretch goal may affect shipping fees.
Currently, Filibuster is approximately 85% content complete. The remaining work to be done includes wrapping up art for a few cards, the rulebook layout, and art on the back of the box. We have created a prototype of our minimum viable product, which recycles some art assets while we complete the remaining cards; however the game is fully functioning and we have conducted a significant number of play-tests with varied test groups over the last several months.
During the campaign we will continue to host demos of Filibuster, and we are excited to get production-ready copies of the game out to reviewers and previewers as soon as possible!

With Kickstarter as a backdrop to encourage our entrepreneurial spirit, we decided to create our very own game design and publishing company! We are very excited to be announcing our first project, and we hope to continue developing fun and fresh ideas that will provide many entertaining, memorable nights at the table with friends. Biplane Games was founded in 2017 by Dan Kramer, Fernando Olmedo, and Juliana Ouyang as a platform to bring our concepts to fruition.

Risks and challenges
This is our first foray into the full process of making a game - from designing and illustrating, to play-testing, marketing, funding, manufacturing, and fulfillment. We know that we have limited knowledge of the industry, so we are proud to be working with very well-established partners to mitigate potential issues as much as possible. Nothing is more important to us than ensuring that the people who so graciously back us get a quality product in exchange, and in a timely manner.
This game is a passion project for us, and Kickstarter is an amazing platform for us to help transition our project from dream to reality. As such, we strongly believe in the power of Kickstarter to still get great ideas made, not just treat the platform as a pre-order system! We look forward to community interaction and feedback, and we're excited to keep backers updated consistently throughout the process to maintain a high level of transparency.
We are committed to creating the best game possible for those who believe in us, and we will do everything we can to deliver on that commitment.
