The Ace of Chains represents the initiation of an interpersonal bond.  It is the fundamental force of human connection, the power that makes you matter to someone else or that makes someone else matter to you.  Seeing this card in a reading may indicate the relevance of a new acquaintance, a crush, a promise, or a friendship; it may also signify that you owe something or are owed something, or perhaps that you control someone or are controlled by someone, in a way that may not be immediately obvious.  The Ace of Chains often serves to underline the link between two other cards in your reading, or two individuals who are relevant to your query.

The Queen of Chains embodies the aspects of her Suit most concerned with beneficent social responsibility, particularly when it is combined with authority and power.  Her role in the world is that of a pastor or ecclesiastical leader...not in the Hierophant's sense of being a special channel to the deity, but in the sense of maintaining her flock's cohesiveness and well-being by propounding and establishing norms.  She is full of love, and she demonstrates that love by making sure that no one suffers from anyone else's bad behavior, at least in her corner of society. 

Like all court cards, when appearing in a reading, the Queen of Chains will often stand for a particular person known to the querant; as a Queen, she will probably be a "mature" woman (whatever that may mean in context). She may be a doting and involved mother, possibly to the point of being overzealous or smothering; a woman who possesses great power within her sphere, by dint of charisma or organizational competence; a social maven who knows everyone; a traditionalist; a peacemaker who tries to shore up the positive connections between individuals; a cleric, teacher, community organizer, or executive.
